On a dynamic web template page I have a layout table which has a cell at the
top which contain a page banner. When I insert the banner and format it the
text "Add this page to the navigation to display a page banner here]" sets
the size of the cell. I cannot make this cell any smaller because the
formatted "[ Add this page ...] text will not allow this.

Now when I actually base web pages on this template, because the page names
are a lot shorter the cell is too large. I have a border around the text and
it looks stupid.

What can I do? Am I doing something wrong? all I want in a resizable box
at the top of each page with the page title in it.

Remove all formatting from the page banner, or reformat it to be smaller text, then set your cell size to what you want - it will
expand in the DWT to fit the text, but should be Ok in the DWT applied page
