Can someone tell me how to link a topic at the top of a
page to the actual written description of the topic
farther down on the page? I believe they call this
a "jump link?"

It's called a bookmark. See hyperlinks or bookmark in the helpfile for
instructions.

It is a bookmark. Select the target donw the page and
choose >Insert >Bookmark and then you can name it. On the
top of the page find the keyword and insert a hyperlink to
the bookmark.
