True in the sense that content written to the page via javascript won't be
indexed and links won't be followed. That said search engines do look for
javascript on the page and will take account of it so if for example you
wanted to use javascript to show different content to search engines than
users that will be detected and penalised.

It's not searchable - as far as the search engines are concerned that code
doesn't exist.
