I have FrontPage 2000. I've used FrontPage in the past but have not used it
for the last year or so and have forgotten some things. I want to retrieve a
web site that was developed with FrontPage2000 from the web host server and
use FrontPage to update the site.

Do I simply download the web pages via FTP to a folder on my hard drive?

Open the site on the server and "Publish" it back to your machine.
