That's because hover buttons use Java Virtual Machine Applets, ( not to be confused with
JavaScript.)
It requires one click to activate the applet and then another click to launch the link.
JVM is no longer automatically installed, and requires users to download and install it
from Sun Java.
For this reason, nobody uses Hover buttons anymore.
