Help, difficult time inserting from another program

I am creating a page:

http://home.comcast.net/~cadman_meg/Programs/Programs-test.htm

At the top is a flash banner and then below, I would like to have a
navigational bar. the problem is, I can not seem to get it to work right.
What could I be doing wrong? I used an external program called Coffee Cup
DHTML Menu and it creates a file that you copy to the clipboard and then
place into whatever application you would like. I think it is JavaScript. So
can anyone assist with this please? Thanks much.

Mark,

The Dynamic JavaScript menu is being obscured by the Flash object. You need to use CSS or a table to layout the page so the Flash
object is further down the page.

But what if I want that flash image at the top and the other just below it?
