Split the page into multiple pages based on topic, with 1 or 2 main stories starting on the home
page and then continuing on another additional pages, and have links to all other stories from a
story index, etc.

In other words, what you suggest is to re-design the page. I'm working on it
but it will take me weeks to have it ready for publishing. I was wondering
if in the meantime there was a more technical solution within FrontPage to
simplify the code.
If not, well ... I'll try my best to work faster on the new design.

The suggestion by Thomas fro smaller pages is a good one.

I don't know of a tool that would automate changes. You would need to
manually change many pages. You may want to come out with a plan and
implement first for new pages and your main area pages. Then revise old
pages if needed slowly.

I notice that your pages use internal style for formatting, and font
tags for formatting, and javascript.

I would recommend that you
* use external stylesheets to control formatting for your site. It makes
simple to change the look of your pages with only one or a few files.
And the stylesheet is loaded by the browsers only once during visit to
subsequent pages (not with every page).

* Minimize the use of Font based formatting (FP relies on that when you
click Format) and switch to external style. Plus above benefits.

* Move common javascript code to an external javascript file.

* Remove using java based objects. JVM is no longer automatically
included with windows machines. Users must manually install it.

* There are more opportunities to simplify but I don't have time right now.
