I got it working by the steps below:
Using AddOn Sites
Use FrontPage 2003 to Configure Unique Permissions from the Root Web
Go to Web Site
http://www.youraddondomain.yourmaindomain.com
edit with MS FrontPage (user name & password)
1. Click Tools, point to Server, and then click Administration Home.
2. Users and Roles
3. Manage Users
4. Add a user
5. User Role: Advanced User
User name: xxxxxx
Password: xxxxxxxx
Author - View, add, and change pages and documents(checkbox)
Close & Save WebSite
