Because what you have on the clipboard is not an "image" but a bunch of
binary code in memory that represents the section of the image you have cut.
While still in Photo editor you need to clear the photo editor screen, and then paste what you have cut into it.
The click Save as, give it a name and select a file extension.
Then Photo Editor will create the new image.
Then import the image into your site and link to it.
