I am having the devil of a time figuring out how to
create subwebs. I want them to be http://subweb.domain.us
rather than http://www.domain.us/subweb. Could someone
please tell me how to accomplish this?

What you want is a not a subweb, its a domain name pointer

Subwebs are always under root webs as in http://www.domain.us/subweb
To get the subweb to be recognized as http://subweb.domain.us you need to contact your host and have them set a DNS pointer from the
FP existing subweb http://www.domain.us/subweb to the URL http://subweb.domain.us
