I remembere being able to put folders in a window and navigation display in
an adjacent window and drag the pages from folders to navigation. Can't
figure out how to do it in FP 2003. Any hints.

This just switches me from folder list to navigation. Am I missing a comma
somewhere?

Use the navigation view tab in the main window, to the right of the folder
list.
If you have a page open click the Web Site tab at the top of the window,
then the Navigation View tab will appear at the bottom.
