means that when the text is set up in the text area box in the form of =
paragraphs, it maintains them after submission. At present it appears =
that Frontpage strips out everything and reproduces the text in a =
straight line with no breaks or paragraphs once submitted.

The only way to do that is to set up a style for your theme using <pre> tags for the textarea
