Can't use FP 2000 navig'n in FP03??

I have a website all set up from an older version of
FrontPage. I cannot edit my pages in FP03 bedause there's
a problem with the navigation structure - it won't read
the previous code for the nav structure. It won't allow me
to insert a navigation bar, nor change the code, nor set
up a navigation structure. I can't re-create all my web
pages! I have now fouled up a page on which I tried to
make a change - the page has no more navigation structure!
(Of course, I should have saved a copy of the original)
I have tried editing the files from back-up versions, and
also downloading them from the web-server - either way -
it won't let me change the nav structure or put in a new
one.
I tried changing the authoring in 'Tools/page options' but
still it wouldn't work.
HELP!

How did you "Download" it?
You should always Publish or you will loose the Navigation.
