I just upgraded my machine from XP Home edition to XP Professional.
So where is my IIS?

Is there a good web site that tells you steps needed to create a web
presence using Microsoft products?

If there is no c:\Inetpub\wwwroot which is the default location go to
Control Panel > Add Remove Programs and use Add/Remove Windows Components to
install IIS.
