I want to disable anonymous access to my intranet site so
I can track visitors within our domain. This works great
as long as visitors within our domain use the DNS name of
the server. But when they use the IP address they get
prompted for a login and password.

What could be causing this and how can I fix it?

It sounds as if your site is hosted
using a shared IP address. When this
is done, when using the IP address alone
you are prompted for a username and password
so that the server can figure out which "domain" to
let you enter.
When accessing using a URL via DNS, the DNS
server automatically points the visitor to the correct domain.

The solutions are:
1. Only have people access via the URL.
2. Have your site hosted on a dedicated IP address.
However #2 will be more expensive.

This is an Intranet site in a single domain. All users are
in the same domain. This one has been driving me up a tree
trying to get to the root.

I'm thinking ( fwiw ) it's a server setting instead of a
FrontPage setting.
You might try starting a new thread, and add
the server type and server OS.
