First your host say is not available, then they say it is...
You host should know if you account is set up to allow you to create subwebs and then set unique
permissions, because if must be done via FP directly on the host' server.
To check this open you live/remote site in FP, then create a folder, then right click on this folder
and convert to subweb / subsite. If this works, then you know the host allows you to create subwebs
and you can then continue to the next step.
Next, double click to open the subweb, then Tools | Server (permissions, etc.) if this is not grayed
out, then you will be able to add unique users.
