How do I control the size of the page content display in IE?

As an example of what I want to achieve, the display of www.msn.com is
centered on the screen in a fixed sized box. On each side of the display is
background color.

On my FP 2002-produced website (www.fayetteinsider.com) the text fills the
entire screen and expands/contracts as the size of the window is varied.

How do I make a web page that is fixed in size with a background color to
fill out the rest of the screen?

Place the entire content in either a fixed width div or table set at for example 760 px
and then center the div or table.
