My web hoster made some changes to my web site that I now want to publish
from the web to my own hard drive. I am using FP2000.

From FP, I click File/Open Web, then enter http://www.example.com. My site
opens in FP as expected. Then I click File/Publish Web, and type in the
location of my web folder. When I click OK, I always get the following error
message:

The folder "C:\Documents ans Settings\My Documents\My Webs" is contained by
a server-based Web. To access this Web you must use the http:// url for the
web server.

I'm kind of new to this, so could someone explain how I should proceed.

If your hosting account has FrontPage extensions installed:
Open FrontPage.
Click File > New and select "empty web site."
Give it a name.
Save it.
Close it
Click File Open Site and enter the address of your website.
Example: http://mywebsite.com
Log in when prompted.
Click File > Publish Site, and enter the location for the new empty site you created on your machine.
