Here we have 2 exchange server 2003 in HQ and Branch. Each has its own OWA
Service to serve their users. Is that possible to have such fuction : if HQ's
OWA fail, all the HQ users can access their mailbox through Branch's OWA ??

Depends what you mean by OWA failing, its quite rare for just OWA (i.e. HTTP
access) to fail. If the mailbox server fails then people cannot access their
mailboxes on that server and thus will not be able to access mailboxes via
any other server. You are better off have a full disaster recovery plan for
a server failure.
