Is the pfmigrate.wsf tool capable to create/replicate PF hierarchy and
content between a 2000 and a 2003 server (in same admin and routing group) ?
Looks like it's meant to be used only to migrate from 5.5. to 2003, if I
understand correctly..
If not, what manual method exists to replicate entire PF hierarchy and it's
contents ?
Please help !

Surely you'd just replicate the contents between the two servers in
Exchange System Manager instead of mucking about with additional
tools. You can just set it and forget it.

Agreed - Add a Replica and move on to your next task :-)

1.. Start Exchange System Manager, click Folders, and then click Public
Folders.
2.. Right-click a public folder, and then click Properties.
3.. Click the Replication tab, click Add, and then add a replica to the
target server where you want the folder
4.. Click Apply, and then click OK.
This is also a common issue if you've already tried the above.

In a small organization that might work, but what if you have a
hierarchy that spans many servers and not every server holds the same
set of replicas? Simply adding a new server to the list and pushing it
to ALL subfolders would produce a real mess.

Repeat several thousand times (or several tens of thousands of times)!
