Hi,

how can i setup one exchange server to be able to provide outlook web access
to all users in the domain even if their mailbox is held on a different
server?

I have sucessfully configured OWA on Server A and users that have their mail
hosted on this server can login and get email over OWA but users with mail
on Server B cannot log in via Server A

is this possible?

Unfortunately not. I assume you have E2003, which can't proxy OWA requests
into another server unless it's configured as a front-end server (and then
can't have any mailboxes on it).
