help

I have used exchange 2007 and I want to make this for all users;
How Can I prevent to delete any e-mail from their mailbox!

You can't feasibly accomplish that, nor should you, because users should be
encouraged to keep their mailboxes cleaned up. If you need to retain all
data, implement message archival and/or a third-party archival system.

I could to this case on exchange 2003 using mailbox rights
