i got my AD working together with exchange 2003 .... i need to block certain
group of ppl so tht they can only send emails to the internet but cannot
recieve internet emails
and the block certain group of ppl so tht they can only recieve emails but
cannot send any... do i hav to configure my A.D for this or ms. EXCHANGE can
fulfill the job?

It's the least nice direction, (outbound restrictions are easy but
inbound are less so). See:
