On the user properties in AD give Full Mailbox access on the Exchange
Advanced Tab, mailbox rights.

Open Active Directory Users and Computers on a machine where Exchange System
Manager is installed. Using the 'view' menu, expose 'advanced features'.
Now, find the user who's mailbox you want to grant access to. Open the
user's properties and click the 'exchange advanced' tab. On that tab, click
'mailbox rights'. Add the user who you want to grant full access and give
the 'read' and 'full mailbox access' rights. After doing this, you'll have
to wait a while for this change to take affect. Especially if the user had
already tried to login to the mailbox unsuccessfully because the denial will
be cached.
