I have an enterprise version of exchange 2003 set up in a two node
cluster.What I would like to do is switch to a form based authentication and
add an SSL certificate.

Question: is it possible to do without setting up a front end server? if it
is, do I configure the same SSL on both servers?

No you will need a front end.

The "Enable Forms Based Authentication" check box is unavailable in
Exchange Server 2003

You will need to deploy a FE within a BE cluster scenario.
