2003 forestprep

Starting a move of Exchange 5.5 to 2003, have a 2000 Ad and a 2003 AD

at the Exchange setup /forestprep stage I am getting the following error

Hi,

Where do you run the forestprep?

It must be at the forest root domain.

Yes, I ran it from the install CD on the 2000 domain box as well as on the
2003 domian server.

I even went to a cmd prompt and launched it, the same error results
