Have Exchange Server 2007 SP1 and RU3

Meeting requests sent from exchange 2007 using Outlook 2003 or Outlook 2007
to external recipients they appear garbled. The external recipients are
selected either from the GAL or address entered directly.

I notice that the claendar portion of the message is formated as
Content-Type: text/calendar; charset="utf-8"; method=REQUEST
Content-Transfer-Encoding: base64

whereas when sent from exchange 2003 the format is
Content-class: urn:content-classes:calendarmessage
Content-Type: text/calendar;
method=REQUEST;
name="meeting.ics"
Content-Transfer-Encoding: 8bit

BEGIN:VCALENDAR
METHOD:REQUEST
PRODID:Microsoft CDO for Microsoft Exchange
VERSION:2.0

Is this normal?

One thing that can cause this is the format of the message gets changed from
Rich Text. That can happen when the recipient object to whom the message is
addressed is has the property set that requires plain text.

There was no change made to the recipients properties. Has the default
outlook settings in Outlook deciding the best format.
Exchange 2007 has the 'Determined by individual user settings' on the remote
domain properties.
