I am going to replace out old exchange server. Is there a way to replicate
the mail boxes and public folders while I migrate every one to the new
server?

Also I created a test mail box on the old server. when I migrated the
mailbox I could no longer logon to OWA with that account and when I tried to
go to OWA on the new server it just redirected me to the old server. Once I
remove the old server will I be able to access OWA on the new server?

You do this by moving the mailboxes and public folders to the new server.
With both servers running, the user gets automatically switched to the new
server the next time they check their mail (assuming they are using
Outlook).
