Two ways:
(1) When you create new accounts, it will automatically give u an option to
create a new mailbox.
(2) But if you already have existing accounts for whom you need to create
mailbox follow this procedure:
=> On the Exchange Server, right click that user account from AD users
and computers and select "Exchange Tasks".
=> You will then have an option to create mailbox.
[From Exchange Tasks, you can do a lot of things like delete mailbox,
remove attributes, et. al.]
