You can run Exmerge 5.5 on the 5.5 end and copy all PST files.
Then bring the PST files to the new E2k3 server and run Exmerge 2003 and
upload those files.
(If you need the exmerge version of 5.5 search on the internet. If you
cannot find it, call Microsoft PSS and if you are just requesting the file
you will not be charged.)

Administrator doesn't have appropriate rights in Exchange. I've created user
for migration and gave it full control for Exchange. Now I can merge .PST
file to mailbox. But I still have problem to run full ExMerge process. I'm
getting these errors in log file:

only solution I found so far is to export mailboxes from Exchange using
Migration Tool, then open each one in Outlook to remove password, rename
them from (Full Name).pst to (username).pst. Then copy accounts using ADMT
and merge resulting .PSTs with mailboxes on Exchange 2003.
