error in installing exchange 2003 urgent

Dear All
i have teh following error in the exchange setup log when i install exchange
in my domain, i have exchange already installed in a diffrent domain in teh
same forest, domain prep ,forest prep is already done

My first guess would be a policy issue. It sounds like you have installed
the Exchange server in an OU that is receiving a group policy restricting
the install.
