Neither one of your scenarios is considered an "upgrade". You cannot
downgrade from Enterprise any version of Exchange to Standard any version of
Exchange. Period.

It is not possible to downgrade, but you can install a temp server and move
all the mailboxes and create a replica from all the public folders including
the system folders then uninstall the production server and install the
standard edition then move back the mailboxes and the public folders.
