hi,
we have exchange 2003 running on windows 2003 platform.

I want to block certain users from sending outbound email (i.e outside
organization or external email address) while maintaning their ability to
exchange emails with people within organization i.e local domain email
addresses.

The exchange server is directly connected to internet (without proxy).
Please let me know how can i configure exchange server with these settings
...

That's not too bad. Create an SMTP connector that handles your outbound
SMTP messages (if you don't already have one) with address space *. Once
you have that, open its properties and, on the 'delivery restrictions' tab,
add the users who you want to block to the 'reject from' list.
