different ISP, what is the best senario for install the additional front -
end server ?

is it install it then enable the round robin in the DNS ?

Not sure why you'd want a new FE to do this. Not actually sure why
you'd want to load balance sending via different ISPs either.
Anyway, doing this on Exchange is not the way to go. There is a
product, IIRC "Rainwall" that works with ISA and allows you to plug
two ISPs (i.e. Internet connections) into it so that you can balance
SMTP, Web and whatever else you want.

There's no way to do this in Exchange and there's no tidy way to do
this using the Windows that lies beneath your proposed FE's.
