I have a windows 2003 server with exchange 2003 sp2. I was considering
installing windows 2003 sp1, however I can't seem to find any documents
stating that it is compatible with exchange 2003 sp2.

Yes, in fact its preferred for some updates in Exchange SP2 that require
Windows 2003 SP1.

Absosmurfly. SP1 even takes care of some prereqs you need before moving
up.
