As long as you install Exchange 2003 into the same site/Administrative Group
as the upgraded 2000 server, then you will have a Move Mailbox option under
Exchange Tasks when you right-click a user or set of users in Active
Directory Users & Computers.
There are some added advantages from moving the mailboxes using the ADU&C
MMC or ESM on the Exchange 2003 server. See the following for more
