I have a client that recently moved all Exchange 2003 mailboxes and public
folders from an existing Exchange 2003 server to a new Exchange 2003 server.
The existing/old exchange server died unexpectedly before they deleted the
existing exchange server as a replica. The public folders are working fine
from the client end since everyone connects to the new server and public
folders replication completed before the old server died. However, I am
having trouble openning the properties of the "Public Folder" folder inside
System Manager on the new server. While trying to go to the Properties of
Public Folder, the system manager would display a message stating that "the
HTTP service is not available......" ( i do not have the full message at
this time). Going under the "Public Folders" folder under the new server
would display the folder structure but shoots out the same error message
when I attempt to view the properties of any folder. Needless to say, I can
not delete the now invalid replica from the dead old exchange server. How
can I forcibly do this without hosing the public folder structure on the new
server?

thanks

Have you tried using Pfdavadmin?

Did you start your HTTP service? You will need to start this. If you
have a dead server in which your Exchange PF heirarchy thinks it's
still a replica you need to delete it from ADSIEDIT.

There should be documentation available with the tool.
http://www.microsoft.com/downloads/details.aspx?FamilyID=635be792-d8ad-49e3-ada4-e2422c0ab424&DisplayLang=en

Read through it and then come back with any questions.

I actually just did try it and could not bind to the server's public folder
tree. This stems back to that virtual directories issue inside IIS I think.
The exact error I see when I try to open Public Folder tree is:

"The HTTP service used by Public Folders is not available, possible causes
are that Public
Stores are not mounted and the Information Store service is not running.

ID no: c1030af3
Exchange System Manager"

Did you verify in ADSIEDIT that your PF hiearchy doesn't contain the
dead server as a replica?

It looks like at this point that I am going to go ahead and delete the
entire dead server's tree inside AD via adsiedit. Do you think this will
resolve the replication issue? And I am trying to find out whether doing
this way clean out an Exchange server completely in AD.

The Public Folder expansion issue I think is of a different topic.

Yes, this should be fine. Once you do this, you should not see any more
PF replication messages going to your dead PF server.
