I'm in the progress of moving my current Exchange 2000 Server to a new box
and when I try to move the public folders this is the error message I receive:

The connection was refused, ensure that your HTTP virtual servers are all
started, and check that the WWW service is running.

ID no: C103b401
Exchange System Manager

I did find an article on the error in MS knowledgebase (ID 325920) but that
did not solve my problem. Any suggestions on what I need to do?

View the Public Folders from a workstation running Outlook.

Create a new PST file in the same profile on the workstation- call it
Public.PST - save it on a server share.

Copy all Public Folders to the Public.PST using Outlook.

Now you have a nice working PST file.

Move your Exchange Server and do whatever you are doing.

Re-Create Public Folders as usual - the will be empty.

Then using Outlook again - add the Public.PST to the profile and copy the
data to the Public Folders.

Done!
