I wonder is this a registrars DNS problem

I can recieve mail from any where
I can send mail to yahoo accounts no problem
but when I send mail to say a cable system email (comcast.net)
It comes back with an error:
There was a SMTP communication problem with the recipient's email =
server. Please contact your system administrator.

<SERVER.domain.local #5.5.0 smtp;550 [PERMFAIL] comcast.net requires =
valid sender> (substituted domain name)

is this a DNS problem with resgistrar? with my mx record?

or must I setup a login account with the service provider?

or am I way off base.

If you go to the properties for your SMTP Virtual Server and then click =
on Delivery > Advanced, in the Fully-qualified domain name field make =
sure this matches the name used on your MX record.

Do you have a PTR record configured on your public DNS server for your =
domain?
