restore the logs.
when exchange start up, it checks for the last checkpoint in the chk file
and replays the logs from there. If there is no chk file, then it starts
recovery and relays all the logs then creates a new chk. In your case there
is no chk and no logs, hence it won't start.
If you want to replay additional logs as well, you'll need to stage them.
