I'm trying to install Exchange Server 2003 on Windows Server 2003 the
"ForestPrep" portion, I get the error Microsoft Exchange Forest Preperation
cannot be assigned the action "ForestPrep" because
- Either you do not have permission to update the Active Directory schema or
Active Directory service is currently too busy. I'm running this while
logged in as the administrator for the domain, I have every permission
possible, still no go.

When I run DCDIAG everything PASSES EXCEPT.....

Starting test: frssysvol
......................... BUDDHA failed test frssysvol
Starting test: frsevent
Error 5 accessing FRS eventlog: Access is denied.
.........................<SERVER> failed test frsevent
Starting test: kccevent
Error 5 accessing FRS eventlog: Access is denied.
Failed to enumerate event log records, error Access is denied.
......................... <SERVER> failed test kccevent
Starting test: systemlog
Error 5 accessing FRS eventlog: Access is denied.
Failed to enumerate event log records, error Access is denied.

Some background information:

All my servers (including the DC) run Windows 2003 Server Standard
Everything else in my domain has been working just fine.
Any assistance would be greatly appreciated!

You need to add the administrator account to the Schema Admins Group.
ForestPrep modifies the Schema and by default, there are no users in this
group.
