When a new user is added to Server 2003 sp2 hosting Exchange 2003 sp2, that
user's incoming email is rejected because Exchange replies to incoming SMTP
servers that no user exists with that address. I have verified that the new
user has been added to the recipient list and their SMTP address is correct.
The new user can send OK and receive mail internally. The Exchange 2003 sp2
was installed not long ago and the database size limit was increased from 18
to 75 gb. All existing users are still receiving email OK.

This is the NDR being returned:

Your message did not reach some or all of the intended recipients.

Sent: 5/10/2008 8:39 PM

The following recipient(s) cannot be reached:

bids@cgac.com on 5/10/2008 8:43 PM
The e-mail system was unable to deliver the message, but did not
report a specific reason. Check the address and try again. If it still
fails, contact your system administrator.

Hi,

Do you have a SMTP scanner between your exchange server and the internet
that has recipient filtering enabled (system has a list of known users)?

Leif,

Thanks for the tip. I sent a telnet test email to the new user successfully
which should mean that there is in fact a third party involved. I will check
with the customer's ISP and domain provider for filtering.
Here is the result of the telnet email test which was verified received by
the user.
