Whilst you should never ask licensing questions in these forums
because they're not official and you can't point an auditor to any
answer you get here.......
The SCR isn't a cluster. The SCR target can run as an independent mail
server in its own right as well as being a replication target so you'd
certainly (within a roomfull of caveats and ifs and buts) need a
licence.
If you put the CAS, HT and MB roles on three bits of tin you do need
three server licences (again, caveats and ifs and buts)
It's irrelevant whether a server is an SCR target or not. You install
the CAS and HT roles in the normal way, GUI or PowerShell.
Go and talk to a real, live licensing person and get a written answer
about the number of server product licenses you need.
