we are currently running Exchange 2003 enterprise, and we would like to
reinstall Exchange 2003 into a cluster. How would I reintall exchange?

One way to do this is to set up a cluster (even a single node cluster if you
intend to reuse the existing standalone/non-clustered server as a cluster
node), create the EVS, move mailboxes, replicate public folders (and take
any other steps necessary to complete the migration - for example, if the
existing server being removed is the first server in the Administrative
Group. Refer to KBA 822931 for more info).

Once done migrating, you can uninstall Exchange from the existing server,
optionally reformat/reinstall the OS, add the server as a node to the new
cluster, install Exchange and test failover.
