Do I need to Install ADC on my Win2003 server so that I can see all of the
exchange tabs when I look at the properties of objects in my domain that
have mail accounts?

No. The ADC is just for the upgrade/migration phase when going from 5.5
Exchange to 200x Exchange.
The administrative tools installation would enable you to see the tabs
you're after.

But make sure you are using the Exchange 2k3 latest version of the ADC - NOT
the W2k3 ADC.
