Since upgrading to Exchange 2003 Service Pack 2 last weekend all of a sudden
disabled accouts are receiving email instead of bouncing it with a NDR. Some
disabled accounts have forwarding rules and they are now forwarding. Is this
a bug or a Microsoft "enhancement"?

Jim, see if you have this hotfix installed, if the disabled self
account is granted the associated external account right, it will be
able to receive emails although it is disabled.

A hotfix is available to change the way that Exchange Server 2003 SP2
handles a disabled Active Directory user account that is associated
with an Exchange Server 2003 mailbox
