I had to change my Exchange servers IP address and now I can not get any of
the services to come back up. I am working off a dual NIC system, I
disabled the original one and brought up the new one...once I did that, the
services wouldn't come back up. I still have all the connections to AD, all
my IP settings are correct. I know there is some setting in Exchange or IIS
I need to change, anyone know?

Changing the IP Address of an Exchange Server should be a very pacific
operation.
Make sure you didn't configure any IP restrictions of any kind.
Check the event log for the first error that appears. Does System Attendant
come up?
