In OWA, when a message is deleted...
-Does it go to Deleted Items box and stay there consuming storage space
until emptying?
-If yes, can the Deleted Items box be emptied through server policies ?

OWA is the same as the other mail clients. Mails that are deleted go
into the Deleted Items folder and from there you can indeed set a
Mailbox Management Recipient Policy to remove the mail from there.
Take a look at your Deleted Items Retention Time to make sure that
you're saving enough, but only enough, days in there so that users can
recover items they need.
Make sure you communicate what will happen all the way through the
process and tell them after how many days the user will no longer be
able to recover any mail.
