A solenoid with a rubber finger positioned in front of your PC's
start button should do the job. I think you'll also need a capacitor,
a transformer and an electronic timer (all available from your
local electrical store).

You can do this with an Uninterruptible Power Supply (UPS) if it comes with
the right software. The ones from APC (www.apc.com) work if they have the
PowerChute software bundled with them.

Lots of BIOS's support this option now-a-days. So check youre BIOS-setup.
