Have you looked at this site:
http://www.biometricsdirect.com/Products/BC/BioCert_Products.htm

I have never used this, but you might want to check with the company to
make sure their software and hardware is compatible with your version of
VFP.

There are a few of those out there. I was surprised to see the hardware for
only around $100, but SDK's seem hard to come by. And I don't know, but they
might be slow.
